#147 Message reported multiple times should not be counted

If user reports one spam with same signature multiple times sent to

spam:"|/usr/local/bin/dspam --user root --class=spam --mode=teft --source=error"

then message is counted in statistic multiple times as spam filter failure. If you report message which is already known to be spam, it should not be counted again.
