#21 Separate panels for each files Vs. Single instance

If a user has multiple files open, and they want to
open a panel (say the source browser, for example),
they have to open the source browser for each open
file, rather then opening it once, and the panel
remaining open for all files. During some usability
tests, one instructor interviewed wanted it so that if
he opened a panel (ie. source browser, interpreter,
etc...), he didn't need to open it again for each of
his open files.

    This will begin once I start work on the next sortofmajor
    version.

    This goes very nicely with the observations about the prompt
    and an output window, as well as observations about having a
    prompt for every single file (when you should just have one
    for each time a user starts a new process).
