New Developer, Top Panel, Dependencies.

As per our discussions, a few questions for everyone:

1.  Should I bring back the top panel?

2.  Dependencies.  We have discussed this before, and I will start on it once I resolve the event issue with plugins:

DrPython, Python, wxPython versions required, and current plugin version:

DrFrame.RegisterPlugin(pluginname, versionstring)

DrFrame.SetDependencies(drpyversionstring, wxpythonversionstring, pythonversionstring)

What thoughts?

Of course, the next step would be to show the installed version in the plugin install wizard,
and a Check SourceForge for Updates plugin.
