drjava-20030209-2341 released

This development release of DrJava provides several significant improvements. The debugger is now almost always available, rather than having to specify tools.jar on the classpath to use it, while DrJava also does a better job of finding tools.jar on Windows. Commands have been added for commenting and uncommenting blocks of code, and the Undo command can now undo a block indentation in one command.
