Summary: Explicit use of -private, -package causes confusion

Initial Comment:
When setting up my javadoc preferences, I used the text field to explicitly specify "-private" forgetting about the access level drop down.  I was then very confused when my javadocs did not generate properly.  We should disallow the access level inputs on that text field to avoid confusion.
