Summary: Cannot change working directory

Initial Comment:
Running OS X 10.4.6 and Java 1.5.0, I can change the
working directory under the Preferences.  However, it
appears as though the working directory remains
/Applications, the directory where Dr.Java.app resides.

This is serious because some users do not have
permission to place files in /Applications.
