Summary: Project specific classpaths

Initial Comment:
Add project-specific classpaths in addition to the 
global "additional classpaths".   This is very useful when 
a project needs to have jar files on the classpath, but 
when these jar files are not something for which one 
wants to make a global setting.   In particular, on class 
assignments, the jar files may change from assignment 
to assignment and you don't want the students 
changing global preference settings on a week-to-week 
basis.
