Summary: Extend DependenciesTest for lib directory

Initial Comment:
The DependenciesTest currently checks to see that the
correct version of the util package is found.  It would
be nice if this could be extended for the
compiler/platform-specific code trees and jar files in
the lib directory.  This would involve the addition of
a Version.java to each of the separate code trees.
