Summary: Interactions JVM cannot connect

Initial Comment:
There have been several reports now that DrJava is
unable to connect to the Interactions JVM after
compiling.  The only way that I'm able to reproduce
this on my own machine is to disconnect from the
network after DrJava has been started, but I know this
bug occurs more commonly than in this case.  We need to
investigate the RMI code further to figure out how to
fix this...
