I am fully in favor of the proposed process.  I think occasional house-cleaning and testing sessions are a very good idea.  A lot of user annoyance can be avoided by a few narrowly-targetted fixes.

In particular, I would like to request that no "Stable" release be made until the obvious OS X scrollpane bug is fixed.  I haven't had a lot of time to devote to it recently, and it is a very stubborn bug, but I don't think we can release a version of DrJava that contains this bug and still call it finished.  Just my two cents.
