[DrJava] Update util again

Sorry, you need to update/compile the util package again. (If you do an
update of drjava and try to compile and run DependenciesTest, it'll tell
you so. Try it, it's fun! :))

I fixed that silly race condition that Peter discovered in the shiny new
newjvm code. Silly me. I implemented a regression test to document what
the bug was.

I've noticed a bunch of times that the automated tests tend to find race
conditions well because they tend to issue multiple operations in quicker
succession than normal programs (due to the lack of user input). (Peter
found the bug running GlobalModelQuitTest.)
