Summary: Unscrollable Scroll bar
Initial Comment:
Currently, when all the text in a document fits in the
window, the scroll bar is active, indicating that there
is more to be seen in one direction or the other. Since
all the text fits on the screen, the scroll bar should
be disabled so as to prevent confusion.
