Summary: down arrow occasionally doesn't work
Initial Comment:
I thought I was going insane when I first noticed
this, but other people have confirmed it.
When you add text to a line that immediately precedes
a blank line and then press the down arrow, instead
of moving the cursor down it has no effect.
