There seem to be Windows-specific limitations to the length
of the command line. Depending on what method and particular
OS is used, these limits range from 127 characters to 32K
characters.

I'm not sure there is anything robust that we can do about
this. We certainly don't want to write code that is specific
to the OS *version*.
