Why? All path perms are designed to be checked against Directories. It's
been like that since 2.0 and I didn't change tha behaviour, mainly because
I never thought that was necessary. Do we need that?

I need to add that I think privpath should affect files as well, we dont
have any other way to hide files. And the statement that privpath in dr2
doesn't work on files is incorrect, works perfect.
This is why I reopened this ticket, I think we should revisit this and fix
so privpath work on both files and dirs.

The attached patch will wrap long lines before sending to the IRC server
based on a configurable max length (defaulted to the value from RFC 1459).
This includes accounting for encryption overhead when using blowfish.
The wrapping should be performed neatly on word boundaries when possible.
I'm putting this patch here as I have no means to test blowfish currently
so want someone else to test this before committing to trunk. This needs
to be tested for both the blowfish and plain text cases.
