#2 How to use french characters?

Is it possible to modify the system in order to accept
french character (iso_8859). Here is the result after
a "save summary":

"Les r餡cteurs doivent pouvoir contribuer de mani貥
collective au contenu du portail WEB. Cela suppose un
m飡nisme de WORKFLOW afin de r駬er
l\\\\\\\\\\\\\\\'餩tion concourrante sur une mꭥ page
WEB, au m꭭e instant."

I don't think it's a problem with MySQL but only with
HTMP or PHP configuration because I don't use
the "Commit requirement" button, only the "save
summary"...
