#17 Turkish Translation ready and verified for 0.4.3 rev 3630

After the first draft release now translation enough mature to release

CHECKED for phrase and word standardization.

CHECKED for some indefinete translations that can cuse mis understandings or no understanding.

CHECKED for grammar and sentecce infrastructures (still dosent needs any parametrics)

CHECKED for words thats non-compensative in Turkish

Things still waiting...

* Small and unimportant edits over all these CHECKED items.

* Checking over real GUI is not completed now but translation builded very carefully expecially in singular/plural meanings, lenght of the words to match it's space etc.

* Duplicate hunt for all english resources are waiting for now cos of some small bu important details that I realized.

* Completing the WHOLE GUI check will take time but I dont think that an important matter happens about understanding the purpose of a word.

* You can be comfortable about the transation of install stage. It's very important cos there is no language selection option (in fact yes but :)
Thats why I've completed the install progress even standart and visual over GUI (edited from the release that you dist. now)

* And also I've sent the GNU GPL in turkish hope ready.

And also still want a little support about these 2 LOCALE things. It will be better to dont let me dit cos I even didnt find the list of city and country for one of them from the given link.

Turkey's time zone is +2 and as a reference city you can use istanbul OR ankara

1. about duplicates: which details?

2. you should instead make this first check (at least before the next release) because it will help a lot in translation: you will get only the changed/new resources marked, if you had already updated everything.

3. when we will have multi-language release packages, the installation will start in the exact language of the user :)

4. yes, the GPL is already in SVN. Please get it from the released package

5. "inset" is the area where the component is generated, for example the same area where is the frontpage first news item; "Generate hashcash header for" means that Drake CMS will generate an email header, called HashCash (See http://hashcash.org/\) for the chosen type of emails; "Expand section categories inline" means that the forum subcategories will be shown directly in the forum categories list, and user will not need to open another page to see the subcategories of a section; "Wrapper" is a dummy component which allows to "wrap" over another HTM or PHP script, basically it allows to include non-Drake CMS things into Drake CMS

6. I have set _LOCALE_DEFAULT_TIMEZONE to Europe/Istanbul
