#8 Support for non-ascii encodings

It would be great if Draco.Net can handle encodings
other than default ASCII. The followingc hanges should
be applied:
- add config parameter for DefaultFileEncoding
- read VSS history file using encoding
- ensure that email notifier works fine with non-ASCII
characters
- Look for all other places where IO is done to ensure
that encoding from config file is used
