#42 Continous checking for changes after fixed build time passes

I have a daily build scheduled for 6:00am with
Draco.NET v1.6.3. Before the fixed time, nothing
happens (as expected). However, once the fixed time
passes, there is continuous checking of SourceSafe for
changes, as fast as the machine can do it (15 to 20
times per minute).

The log file bloats rapidly and the CPU and disk usage
becomes excessively high. All other builds are then
blocked in a queued state.
