#28 Retries after Source Code Failure

Using 1.6 Beta-2.

VSS became unavailable due to some changes in
permissions. At every poll period Draco.NET failed and
sent an email about it. Overnight Draco.NET delivered
over 600 failure emails.

Would it be possible to only deliver emails during actual
BUILD instead of VSS failures.

We are experiencing this same issue. This weekend it sent
out over 3000 emails when I forgot to disable the build due
to our svn server being down for an upgrade.
