This is caused by the bug [889](http://sourceforge.net/p/dpp/bugs/889/). Activities on closed files are transferred and applied correctly.

If a file is not currently open on one side but changed on the other, the entire file content is send as a write activity by the party recieving the initial change.

This might be caused by the faulty workaround discussed in bug [#889](https://sourceforge.net/p/dpp/bugs/889/).
