What steps will reproduce the problem?
1. SMART_CD is on, power goes into CD.
2. Phase is rolled back and rolled forward again.
What is the expected output? What do you see instead?
Different orders second time around, messing up results file.

For Standard games, you could save the status right after determining the CD orders. However, when rolling back, you normally should clear the orders, otherwise the turn may be reprocessed without the player getting the chance to enter real orders.
Also comes up in Payola games, where orders with equal bids will be chosen among at random. Rollback/forward may produce a different result. May be more difficult to deal with, as orders per se are not stored. You should indicate which bid goes through when saving the status.
