What steps will reproduce the problem?
1. Imperial game with PORTAGE_CONVOY and VENETIAN.
2. Power orders F Ade - Mec - Nej - Syr/wc and A Nej C Ade - Syr, both his own units, but there's no unit in Mec.
3.

What is the expected output? What do you see instead?
Convoy should be flagged (error), but is not. Game.convoyer() returns power for Mec, so Game.canConvoy() assumes the convoy is possible.
