#19 Summer time messes up deadline time

Detected in game dn2sage_1, where the time zone is set to "America/Denver". This zone changed to summer time on Mar. 12 (Sunday). MST became MDT. The deadline was originally Mar. 13, 12:00 MST. This became Mar. 13, 14:00 MDT. Why 2 hours? Either 1 hour or 0 would be acceptable.

After the turn processed, the next deadline changed to 13:00, even though the AT line is still 12:00. Apparently the AT time is still calculated as MST, then converted to MDT. To get the correct time, you would need to change the time to 11:00.
