darwinports1.0 should be in /Library/Tcl. DP wasn't installed properly.

I'm not sure what to tell you at this point, as I've run out of ideas
and can't reproduce your problem beyond what I've done here. There is a
binary installer for DP 1.0 at http://darwinports.opendarwin.org.
Perhaps that would be easier. If you can't get the installation to work
with that or by following the instructions for the command-line install
(also at the DP site), then I'd ask for help on the DP mailing list.
