Either I'm the biggest idiot in the entire world, or I just missed  
something.
What am I supposed to open in PortView File>Source to allow me to  
work with what I installed with PortBase?

Hmmmm. A few more questions:

1. What version of OS X are you running? Did you download the correct
version of DPGUI?

2. We need to turn debugging on with this app. Click "Show Package
Contents," then navigate to /Contents/Resources/Scripts. Find a script
called "AppMain.tcl." Open it in a text editor. The third or fourth line
looks like this:

#console show

Remove the hash mark from in front of the line, which will uncomment it
(turn the line on).

Close everything and relaunch PortView, then tell me what message shows
up in the Console.

As a quick fix, you might also want to rename the Tile extension in the
PortView app bundle, then copy the Tile extension in the PortBase bundle
over to PortView.

Use the new link. That will take you to a Sourceforge page with the more
current version. Just download the SF version and trash the old one.
