[Doxygen-users] Updated XML patch

Attached is an updated XML bug fix patch. With these changes, I am now
able to generate XML-compliant documentation for both my small test
cases and my large applications and libraries. Previously, the tags
being generated were not balanced, and thus could not be parsed by
any XML parsers.

It shouldn't have disturbed any of the other doc generators, but I
haven't tested them all with this to be sure.
