I'm using fptex 0.4 with no problems under Win9x and WinNT. You can find it in ftp://ftp.dante.de or in various CTAN mirrors. I found a copy that downloaded an entire CD onto your machine via FTP (taking more than an hour), but then it complained about some missing file. Where is LaTex available on the web?
