I don't know the directory / name of the file in open suse but on different
systems it can have different names / directories.
I've seen e.g.
/etc/texmf/texmf.cnf

/usr/share/texmf/web2c/texmf.cnf

/usr/share/texmf-dist/web2c/texmf.cnf
