[Doxygen-users] Confused about behaviour of TOC_INCLUDE_HEADINGS

Dear all,

Today I tried setting a value >0 for TOC_INCLUDE_HEADINGS. This caused
headers to get added to the TOC, as expected, but the headers themselves
simultaneously disappeared from the output! The latter was quite unexpected
to me.

Is this the expected behaviour?
