[Doxygen-develop] Upgrade jQuery to latest 3.x release

Hello Doxygen developers,

I am not sure what the best way is to contact the Doxygen community, but I am looking for some feedback on how important using the latest jQuery version is to you since the version used now is no longer receiving patches.
