[Doxygen-develop] Build doxmlparser

Hello to all,

I've just joined this list.

I'm starting to work with doxmlparser and noticed that it is not correctly
setup in the CMake files. I'd like to offer myself to adjust that, if you
think it is convenient. I am already able to have doxmlparser.lib and its
example, metrics.exe, compiling on Windows. Need to make it work on other
platforms and, for sure, learn what to do to adhere to the project
standards.

In case you think it is a good idea, I would like very much to get any tip,
advice, etc.
