[Doxygen-develop] [Patch] New parameter DOT_TRANSPARENT

Hello,

I need transparent graphics for some of our documentation and imho it is 
not so manageable to toggle define DOT_TRANSPARENT in file dot.cpp.

So please find attached patch that defines a config parameter 
DOT_TRANSPARENT to use it in dot.cpp and dirdef.cpp.

Please note that patch of file config.l contains new parameter 
FILE_VERSION_INFO too, which is part of my "file version numbers.
