[Doxygen-develop] Member XXX of <file> is not documented

hi all,

sometimes doxygen is warning that  :

Member GITK_RENDERER_C of file gitk-renderer-text/gitkrlayout.c is not documented.

the file starts as below

other files start like this as well, but I don't get such warnings for them.
