[Doxygen-develop] Why is Japanese RTF output broken ?

Why are Japanese characters(Kanji)  in RTF output broken ?
What is a difference in treating Japanese characters in between outputing
HTML  and outputing RTF ?
In outputing HTML, Japanese characters are correctlly treated.
Any idea ?
