[Doxygen-develop] Parsing of taglines from the configuration file

Hello all,

I found a problem with the path to tag files in the installdox
script. The path to the tag file is parsed initially when doxygen is
run, but when the instdox script is generated, the paths to tag files
are not added. I added a patch with a fix and some comments.
