The documentation you type in the comments works mostly as text
in HTML (i.e. text and markup commands), so this is not a bug!
Use
-# Comment1
-# Comment2
To get the ordered list you want (without even having to do the
counting yourself). This can of course also be read in the
documentation (which is probably why nobody answered your question)...
