Configure is not finding the proper QTDIR when the environment variable is
properly set.

On Redhat 9, there are directories for both qt-3.1 and qt-2.3.1, but
configure only finds qt2 which is a sym link to qt-2.3.1.

The attached diff changes the behavior to assume that the QTDIR environment
variable is correctly set and only searches if it's not actually set.
