Hmm....  that's what I thought and that's what didn't seem to be working when I posted.  It's looking like the dot files don't get left around (or are put someplace odd) if you defualt OUTPUT_DIRECTORY to the current directory.  The html directory is created and all kinds of good stuff is put there... but only the graph legend dot file remains.  However, when I explicitely set OUTPUT_DIRECTORY to something like OOPS, then OOPS/html is loaded with all of the good stuff AND a gaggle of dot files.

You need to set DOT_CLEANUP to NO and look in the output directory.
