#4 Processing Prolog vardecl and FunctionDecl

Vardecl and FunctionDecl in XQuery prolog seems to be
lost after the parsing. Example test query is from w3c's
usecases_w3c\xmp\q1.xq. Module.toQuery() shows that
the vardecls and functiondecls are empty for the test
query.
