#18 Speed/Bandwith limitation does not work proparly

When I enable the option Speed/bandwith limitation, I
would expect that my bandwidth used for downloading
files with TrueDownloader will be limited. But it does not.
When I fill in for example a limitation of 30 kb/s, I will not
expect a download to exceed a download speed of 100
kB/s.

Also I would expect the same Unit expression as on the
main screen (kB/s in stead of kb/s)
