Setup.xcu is no longer packaged in OpenOffice or LibreOffice.  To start as a service, you can start soffice from the command line with arguments for the IP and port.  soffice.exe is in <OPENOFFICE_HOME>/program (on Windows: C:\Program Files\OpenOffice 3\program).  Then start soffice with this command:
soffice -accept=socket,host=127.0.0.1,port=8100;urp;"
If your Tomcat/OpenOffice installation is on a server, you can run in headless mode:
soffice -headless -accept="socket,host=127.0.0.1,port=8100;urp;"

You can also put this service startup configuration in main.xcd which is in <OPENOFFICE_HOME>/Basis/share/registry
The main.xcd file is huge, so its difficult to add the configuration snippet.  The proper location is very near the bottom.  As described in the Setup.pdf for DOUGDocX, look for a node like this:

It should be followed by <node oor:name="Factories">
Put the setup config between the "Office" node and the "Factories" node.  It should end up looking like this:

It should be followed by <node oor:name="Factories">

All this seems to work with 2.x and 3.x releases up to version 3.3.4 of LibreOffice and version 3.3.0 of OpenOffice.
The 3.4 series of both Libre and Open Office don't seem to connect.  If anyone has any additional information about what changed in 3.4, I'll update the DOUGDocX code if necessary to accommodate any changes to the Service/Connection.
