DC settings do not always activate on startup

I have my DC settings saved for user and system, but sometimes they do not activate on startup, and I have to do it manually. This happens about 10% of the time. I have MacBook, running Tiger. Anyone experiencing this, or have a fix? Thanks for your help.

  I'm running Tiger and it loses the settings more like 1/3 of the time for me.
  
  The interface is confusing to me, and I can't tell whether I've saved it, whether it was for all or just me, etc., so I just press all the buttons until my settings seem to persist.
