I've been having this problem. I tried removing DoubleCommand (blowing away /Library/StartupItems/DoubleCommand) and re-installing with no difference.
Using 'sudo /Library/StartupItems/DoubleCommand/DoubleCommand' shows the dc.config value changing but with no effect. If I instead do a 'stop' and then 'start', it starts working. I need to do this after every wakeup (running on a MBP).
kextutil -t doesn't show any issues.

Whilst the enw version "works" i find that i have to reinstall it each time i boot up, or it won't activcte as such...
