do one try - get the function back and in your
lib/jpgraph/src/jpg-config.inc change the two variables:
DEFINE("LANGUAGE_CYRILLIC",true);
DEFINE("CYRILLIC_FROM_WINDOWS",true);

to false - that should also solve your problem and is the advisable
solution for now until a better one is thought of.
