This is horrible. Every time we touch PCL it's the same problem all over 
again. When will you learn MS? :)

Last time, for profile 136 I think, I simply copied the files over to CI 
the server because the SDK installer would fail. However I've just 
installer that SDK locally and I don't have Profile328 in the reference 
assemblies folders [1]. Do you?
