[dotNetRDF-Develop] Portable Class Library Build

Hi All

Kal's Portable Class Library builds of the Core library are now integrated
into default and available.  I have also successfully built and deployed a
prerelease package containing the PCL build to NuGet (1.0.1-portableRC1)

I'm not 100% sure I got the dependencies right for the updated package since
I had to play around a bit to get things to work because of the Portable
builds not using HAP while the other builds do need this.  I think I got
this resolved using dependency <group> elements in the NuSpec but if people
could test by trying to install the package for projects with various
different .Net target versions and profiles and report any issues they might
encounter that would be most appreciated.
