Which language to use?

Currently my basic implementation is in VB.NET but I would prefer to use C#, not at least for the inline documentation feature. I know there is NDoc and alike, but in C# it's already there.

Which IDE to use? there is SharpDevelop for free so I presume this will be best for the public.

    Whatr do you think?

As language I would prefer C#. OOP is defined a bit clearer as it is in VB.NET and for people with knowledge in Java and/or C/C++ it's easier to migrate to C# and contribute to the project.

Yes, SharpDevelop is probably the best solution as it's free and not bound to any kind of version of the .NET-Framework.
