Currently the Ubuntu Hoary universe package contains no .desktop file. This was built against Debian Sid. However, as the new standard for freedesktop.org is the .desktop file, this should be fixed here, and included by all downstream packagers.

haven't seen an anouncement in the debian developpers anouncement mailinglist. (might have missed it though)
what use is that file ? debian uses a menu file which serves most purposes.

The gist is that both KDE and Gnome have signed on the support this standard, and it is assumed that the smaller DE's and WM's will do so likewise.
What .desktop files allow is one file for all distros, and all desktops. Much easier to for you.
