#209 "Sticky" vertical mouse movement in TES:Arena

When moving the mouse cursor in a vertical direction in
Elder Scrolls: Arena under DOSBox 0.63, the cursor
seems to get stuck on certain scanlines (vertical
positions). This behavior is most noticable in the
character creation screens.

(already reported this on VOGONS but I thought I should
make an entry here)

    the game seems to accept only even coordinates for y coordinate.

    so if dosbox reports that mouse moved to 177 the game sets
    it back to 176
    if dosbox reports 178 then the game sets it to 178

    Will investigate it futher.

    so continuously small movements will keep the mouse at the
    same location

    I noticed that the mouse cursor's vertical movement speed in
    Full Throttle (a LucasArts SCUMM game) is much slower than
    its horizontal movement speed in DOSBox; this may be related
    to the TES: Arena issue.

    some wolf simulation game had it even worse.
    Think it got fixed along.
